The Finance Bill 2005 has been introduced in the Lok Sabha on 28.02.2005. In the Budget for 2005 –2006, the Finance Minister has proposed a number of changes in Central Excise. The important changes brought out as a consequence of the above are highlighted in the Explanatory Notes detailing changes in Central Excise are appended as Annexure ‘A’ to this Trade Notice.
2. Unless otherwise mentioned in the Notification or Finance Bill, 2005, the changes relating to the duties of excise and excise law, effected either by the Finance Bill, 2005 or by the Notifications issued, will come into effect from the midnight between 28.02.2005 and 01.03.2005.
3. All the Associations are requested to bring the above changes to the notice of their member manufacturers and the Trade is general. If there is any doubt or difficulty, they are requested to get in touch with the jurisdictional Deputy/Assistant Commissioner or Additional Commissioner (Technical), Central Excise, Mumbai-III for clarification.
